I found a great website called turnkeyparlor.

They are not a franchise, but provide a business plan and e-mail question and answer support if you are looking to open an ice cream parlor.

I would prefer to not have to pay the franchise fees and be limited in my offering.

Any feedback?

This sounds like a business opportunity, not a franchise. While many biz opps are legit, some of them are really shady and are just here for the quick buck!
A franchise is a much safer investment even if you have to pay the franchise fee....
