We are seeking a company to develop our Franchise marketing materials (brochures, folders, etc.).  Does anybody know of a company that has worked with Franchisors and has designed these materials for Franchise sales?

Greenbaum marketing is good for creative.
St. Jacques is also good.
While Franchise Performance Group doesn't do creative, we work do the strategic work (who is most likely to invest, who are the peak performing franchisees, what is your value proposition as a business opportunity) and franchise sales process design (where do the materials fit into your process) and make sure your creative is hitting the proper chords with the proper audience.

Have you considered hiring someone in house?  I don't know if you are at that point yet, but as a former VP of Development, we found that hiring in house designers was more affordable in the long run than outsourcing all of our creative.

I was one of the founders of a rapidly growing franchise in the aesthetics industry and found that sometimes being different from all the others in the industry makes sense. Most disruptive ideas come from outside an industry. We were a very successful start up partly because we did things differently. I would seriously consider finding a couple of local firms with great reputations and let them compete for ypour business. Marketing is all about objective results and ROI of marketing campaigns. Test and measure, then get into a continuous improvement process. measure each campaign's cost per lead and per sale. Blessings!
